Legal Question in Consumer Law in California

Dear Mr. Stone-Molloy:

I had three questions:

1. Will the new law giving the City of Los Angeles freedom from being sued by people who were injuried on certain Private/City owned property, in that the private party will have to bear the brunt of the lawsuit. Is that going to effect my case with you?

2. I recently purchased another Jaguar. I looked at a picture of it on line and went and bought the car. I was concentrating so much on the mechanics of the car that it wasn't until I got home that I realized the nice Jaguar tires and the rims had been switched. I have a picture of the car with the license plates on it in the picture and the other tires. How can I be helped. The car sounds like a truck. My last Jaguar was silent. It's the tires. I can't believe they did that. They said that they are allowed to switch anything they want. Can we send them a letter?

3. Additionally, my insurance company Mercury screwed me around as well. I paid my insurance in July. On August 3rd my car was hit by another car and Mercury refused to pay, citing that the policy had expired. I had NEVER had an insurance company's. I had paid them by telephone and their "automated payment center gave me a confirmation number. I have proof from my bank that the money was there at the time of the payment, yet Mercury didn't receive it. No one let me know. My agent didn't let me know. Mercury told me first that the check was returned. My bank said that no check on my account had ever been returned. I had the money in the bank. Then Mercury said that they never received it, yet, I received a confirmaiton number. My car was paid for by the driver who hit me. Mercury paid nothing. I paid the July bill and have the insurance. Can anything be done about it?
