Legal Question in Consumer Law in California

Designer ran out on me with $4000

I cannot find her, though i know shes within the U.S. I cannot serve her thru small claims because she cannot be found physically. Is there a way that I can atleast impede her credit status, or maybe the next time she applies for police clearance, she can be denied? What are my options if there are any? I have her name and former address.
