Can I enter an agreement to take over the car payments on a car in the state of California for my own personal use without getting into legal trouble if I keep it properly insured and the payments current?

Of course, there are broad rights to the freedom of contract in this country. In most states, contracts that encourage commerce and the free transfer of goods, services, and property are favored. Based on the facts you have provided here, I don't see a problem with it.
