Legal Question in Consumer Law in California

What do I need to do, to file for reimbursement of a credit charge that had over

I had rented a car for my husband (we're seperated) and he was spossed to pay the bill when it was returned. He ended up getting arrested in it. to make a long story short,..the renal-car co. billed my credit card $2300! They refuse to return my calls. They neglect to fax me the summary of charges or the original copy of the contract. They charged $595 for a $1.01 license/reg. fee. They had not returned the personal belongings to me either. What do I do? I've tried everything I could to be nice and civil.
