Finance Charge Charged After Account Was Paid In Full

For the past several months, I was making partial payments against my Visa credit card and each month I was charged a finance charge.

Last month, I paid off the entire balance of my credit card, including the finance charge which appeared on the statement.

When I received my latest statement showing a $10 charge for a purchase made over the Internet after the previous statement period, I noticed that included, was a $31 finance charge. I called the credit card company and told them that I had paid the previous balance in full and what I thought of this and that I wasn't going to pay it. The company agreed to waive the charge.

My question is this. If a consumer is making partial payments and then pays the balance in full as I did, is it legal for a bank to charge another finance charge as this bank did?

No and the credit card co did remove it.
