Is there a federal law allowing someone to bring botteled water into a theater, even if outside food and drinks are forbbiden?

There is a local building code that requires that theaters provide drinking water fountains, which they do. I doubt that there is any federal law regarding bottled water, except the law against bringing it on an airplane.
