Legal Question in Consumer Law in California

FoxRentACar Double-charged our car rental and deposit

My parents, who are not very fluent in english, traveled across country to LA. I reserved the rental online for a total of $183. My dad gave them the reservation printout & his debit check card. The representative swiped the card but then stated that they don't accept debit card and cash needed to be paid. He paid cash for the rental plus a $250 deposit totaling $478.33. No receipt was given on the basis that ''everything is in the computer'' as he stated. On return of the vehicle 9 days later, another representative stated that there was no cash to be returned since the transaction was on the debit card. In short manager informed us that he looked over the videotape and there was no cash transaction and that my dad was mistaken. He also stated that the deposit of $216 was issued in our debit account which hasn't yet appeared. Overall they charged us $956.66 for a 183.22 rental. Even though there's a possibility of getting the charges on the debit card credited with a dispute from my bank(so we at least can get $478 back)...is there a chance we can get the cash deposit back? There's no receipt/paperwork except a reservation email. Thinking small claims court but will they reimburse our airfare from Philadelphia to LA for hearing??
