Guest rooms would be legally uninhabitable, and guests would be entitled to alternate accommodations or a full refund. All food service at the hotel would have to shut down until hot water service could be restored. If you encounter a hotel operating with no hot water, contact the local health department. Disgruntled guests can also post reviews of the property to appropriate internet forums.
