Legal Question in Consumer Law in California

Item not received

I am a buyer from US that bought a laptop (GBP1600) over ebay from the UK. I paid via paypal and the seller withdrew the money. I contacted the seller to ask when the laptop would be delivered but he would not reply. After 20 days I filed a non-receipt dispute in Paypal and the seller provided a tracking number. But when I received the item, after a month, I found that it was not a laptop but a box full of newspapers!!!!! The dispute was closed against me and in favour of the seller. Is there any legal action I can take against the seller himself in the UK e.g take him to court? What details of him do I need since I only have his name and address?

As Craigslist.com advises, avoid scams, deal locally.

You can sue him here. Once you file suit, you can subpoena all the information that Paypal and eBay have for him. You'll probably end up with a default judgment. Then, you can try to have it turned into a judgment in the U.K. and try to get someone to enforce it. After all that, you'll probably find a broke dirtbag with no assets. You are probably out of luck.

Your best move might be to contact the police in the area where he lives and explain to them what happened. They might be able to bring criminal charges and they might even be able to condition his sentence on him making restitution to you.
