Is it legal in CA for dealer to sell vehicle with no title in hand?

Believe it or not, there are idiots out there who would buy a used car without getting the pink slip. And there are dealers out there who sell cars for which they don't have pink slips. Usually people who fall for this are 18 years old and buying their first car. There's a sucker born every minute.
