Legal Question in Consumer Law in California
is it legal for a store to require you to fill out a w9 to get reimbursed for damage ($135) occurred on their premises?

I don't really know the answer to this but here's my guess, so take it with a grain of salt. If the money is due, then the money is due, whether or not there is a w9 completed. If someone refuses to complete a w9, then they just pay the money anyway without the w9 and report to the IRS that the w9 was refused.
