How long do I have to sue someone in California that may have cheated me from money?

There is no statute of limitations for "cheating." You have two years from the breach of an oral contract to sue, four years for a written contract, and three years from when you discovered or SHOULD have discovered a fraud. Those seem to be the three that would be involved in a "cheating" case.
