Can they really do this?
A NY merchant accepted my online payment with my credit card number and my gift recipient's billing address. Can they now refuse a refund to that same, identical credit card because the billing info doesn't match? (By the way, to address any potential questions, the mismatch is the only reason they won't issue the refund. And, I'm located in CA.)

Did you tell them that the billing address was different from the recipient address? Normally when you mail something to someone else, there is a place to enter the billing address and the shipping address. If you did not tell them, they may be able to argue that they are concerned about fraud. You should dispute the charge with your credit card company (although they may reject the dispute because you used a different address for the billing address).
