Does a referral fee promotion with a cap limitation on (first X referrers) constitue ''contest'' for the purposes of contests law?

Don't do contests unless you hire a big, expensive law firm that knows how to do them. You have to maneuver your way around 50 state laws that prohibit illegal lotteries.
