This is not Europe of 200 years ago. The failure to pay a loan is a civil matter that can only result in a money judgment being imposed upon your assets. There is no possibility of jail time unless you committed some crime, such as stealing the money, fraud, etc. But then the criminal justice system must proceed against you and not the person you owe the money to. Your creditor a long time ago probably gave up on collecting from you. If they got a judgment, they can apply to the court to renew it every ten years.
Fortunately even after George Bushs reign, owing people money is still a civil matter. So unless you committed some crime in obtaining the loan then you are probably OK.
Heck after that long they may have even forgotten about you unless is was a lot of money.
Good luck, welcome home and best wishes for a happy new year.
