Legal Question in Consumer Law in California
My parents signed an agreement with a financial planner in their home this evening to apply for veterans aid for in home help. His cost was 5 months of authorized benefits from the VA. Within an hour they changed their mind, but he refused to return the signed contract or copies financial documents he has. Legally can I cancel the contract and recieve back the documents here in California.

We would need to see the contract of course to answer your question about the effect of cancellation. But generally speaking one can always cancel a contract; the only question is what are the consequences. And, of course, your parents are absolutley entitled to a copy of what they signed,
May I ask how old your parents are? This may be an elder abuse situation, as well as a fraud.

There is a mandatory right to rescind contracts for home solicitations within 3 days of the signature. I do not have the code section, but it is there.
