Legal Question in Consumer Law in California
For personal reasons i can not make my car payment,can i return it to the dealer i bought it from (used car)? If so am i responsible for the remaining dollar? amount of the loan

IF the dealer will take it back, you can return it, but you are basically selling it back to them at whatever price they agree on. If it is less than what is owed on the loan, you owe the balance. You may be far better off selling the car and paying off the loan if you can. If the car is worth less than the loan pay-off balance, you are out of luck.
