PGandE Deposit
Can PG and E charge a deposit and shut off your service if you don't pay the deposit even if your current balance is $0.

They can charge you a deposit to restore your service if you've been late in the past. . . but you should be aware that if anyone in your household requires the electricity for medical equipment in your house that they must turn your service back on immediately. You may also contact the CA Public Utilities Commission for more information. . .

Yes they can. but you should contact the cpuc at cpuc.ca.gov anyway
