pre-cancellation trip insurance

My travel agent approached me asking if I wanted to travel to Egypt. I accepted her offer for myself and my travel companion. I made the first payment towards the trip and then she mailed me travel documents, including terms and conditions. I also purchased travel insurance that covered me for pre-trip cancellation. My travel companion learned he had to undergo chemotherapy treatments and would be unable to travel. I notified the travel agent requesting reimbursement of the money I'd paid toward the trip. She advised me the insurance company was responsible for reimbursing all of my payments. I contacted the insurance company and they deny responsibility stating they are only responsible to reimburse me for the funds paid to the tour company (who they cover) by the travel agent. The tour company denies receiving payment from the travel agent, although the travel agent claims it made payment to the tour company. As a result, it's been over 90 days and I haven't received my money back! What can I do to get all of my money back and do I need to send a demand letter to the travel agent, tour company and insurance company? Florida.

If the travel agent has a California Sellers of Travel number, contact the Cal. Dept. of Consumer Affairs.
