Legal Question in Consumer Law in California
I purchased a vehicle and purchased a used vehicle warranty service plan for an extra charge. I was told that i could cancel at any time and have my money refunded. 2 months into it i canceled the plan the warranty company issued the check back to the dealer but the dealer never returned my money. What options do I have if the dealer has moved or is no longer in business?

Unless you can track down the former owners and sue them, there is not much you can do.
