Legal Question in Consumer Law in California
I recently purchased a Vespa Scooter. I signed a Retail Installment Sale Contract and paid the fee in full. Now the company is saying that I owe them an additianal amount of money because the License fees were incorrect on the contract, (they said estimate next to the price on the contract). Do I have to pay this amount or do I only need to pay the amount that I signed the contract for?

You need to have the contract reviewed by a local attorney. If were aware that you had to pay the license fees and if you were aware that the amount was only an estimate, then the company might have a good argument. However, the contracts must be read as a whole. You can't just pick one clause and ignore the rest.
