Refund for Tour Cancellation
My mother-in-law's tour to Europe with a tour group was cancelled due to the terrorism. The tour group does not want to refund the money since they said the plane tickets were not refundable. They want to reschedule in the spring. We want a refund. What are our rights?

If the tour was cancelled by the tour company, they cannot force you to go at a different time. Unless they have a contract with you that says that if the tour is cancelled, it can be rescheduled at their discretion, they cannot withhold the refund.
You might try to contact the airline that you were going to fly on, and see what their policy was in this regard. The tour company might not have been totally truthful with you.
