I renigged on a contract, do I pay bounced check fees?

I met with an electrician and we agreed that he would

call me during the week to set a day that he would

come and install 3 circuit breakersfor $850. We agreed

on paper that I would pay him $425 with a check that

day and $425 when it was done. Two days later I

changed my mind. He had not cashed the check yet,

so I called his office, cancelled the appointment, and

put a stop payment on the check. He did not get the

message until he had already written out checks to pay

his personal utilities, and he had done so thinking he

would be able to count on my $425 to back them up.

His checks bounced. Am I legally responsible to pay

his bank charges for having insufficient funds? Can he

take to court for renigging on a contract?
