can a seller/broker legally reinstate a prior closed escrow after they have relisted the property, accepted a bid, signed a sales contract and given a confirm number to another buyer ?

Do you mean can they sell it to someone else after they have signed a contract with you? No, sounds like they are up to something crooked. Go see an attorney fast!
