Some things can only be contracted for by the owner of the real property, and even for things the tenant can contract for, if the owner doesn't authorize it and the tenant defaults on payment the seller may be prevented from using collection tools that would be available if the owner had contracted for the service or product. So most home service and improvement companies just tell their sales people not to sell to tenants.
