Shippers Can pass the buck.

My question is in regards to weather or not the consignor (or shipper) ordinarily liable for payment of freight charges? If so, how can a shipper escape liability on collect and third-party shipments?

Section 7307 of the Cal. Commercial Code, as well as Federal laws and treaties that apply to shipments of specific commodities by specific methods such as truck, air, rail, and sea freight, provides that the carrier has a lien on the freight for the charges if the allegedly responsible party refuses to pay, and the carrier has the option of collecting from the consignor, selling the goods, or taking other commercially reasonable actions. A particular shipper's bill of lading, airwaybill, etc. may have additional terms that could impose liability on the consignor under certain other circumstances.
