Where and how do you file a small claims suit against an internet company?

It depends on why you are suing them, where they are located, etc.... If it is a breach of contract case, you would sue them where they are located or where the contract was signed. If it is a tort (defamation or something similar), it is where they are located or where the incident occurred.
