In state of California

My son is making a selling natural dog and cat food. Does he need any special license, disclaimers, etc?

If your son is serious about the enterprise, there are several things he should do. (1) form an entity to avoid personal liability, (2) obtain insurance against claims of consumers, (3) have contracts prepared with manufacturers, distributors, suppliers, etc., (4) ensure compliance with applicable laws and regulations.

There are several other things he should likely do. Not planning ahead, legally, will likely lead to a failure of the business or litigation. There are two things that every business should spend money on: (1) tax and accounting, (2) legal.

I agree with Mr. Harrison, and would add that you need attorney-prepared agreements with any employees and independent contractors, as well. If you do interview or hire employees, then a whole host of employment laws apply and you should seek advice to avoid violating any of them.
