Legal Question in Consumer Law in California
Can I stop payment on a loan that was aquired to have dental work completed but the dentist has not completed the work and/or has changed locations and refuses to schedule an appointment for the work that he has been paid for! What are my options

Dont understand the question. If you have a loan who is it with? If you borrowed all the money and gave it to the denttist then he has the money and you have no dental work, my suggestion is to get an attorney and threaten litigation or folw through..
