Legal Question in Consumer Law in California

Can I sue someone for a promise that never went threw. What happen is that I found this very nice parrot and instead of keeping it or selling it I decided to do the right thing which was helping this bird to find it's parents, first I called animal control they said it was very expensive bird but they couldn't help me get it down from the tree. So I responded to this add about a lost parrot (African Grey) this add stated huge reward or a parrot of your own for the return of mine. So I saw the picture on the add and it looked identical to bird. I responded to the add and called the number and left a message. An hour passed by and they called me back, they came to my house,we got the parrot down and brought it inside the house. Turned out it wasn't there bird but that they knew other famalies that also lost there parrot so they took him. We stay in contact threw email and also some calls. And I still have all the email. Anyhow 2 weeks went by and no luck. They tried very hard to find the owners but nothing. We had said from the beginning that I would keep the parrot if we couldn't locate the parents. She offer to bring the bird on saturday but we were not at home so she said that she would call me after 4 and nothing. I tried calling her I even bought a parrot cage that cost me $150. I haven't heard from her ever since. My question is with that promise about a reward or parrot in exchange and what I spent on the cage to be ready for the parrot can I Sue. I have all emails that she wrote me, in one she says as promise you will get the bird back and was very helpfull about telling me what he likes and should eat. But I haven't heard from her ever since.. Thank You

You have a cause of action called PROMISSORY ESTOPPEL., in that you relied on a promise of another to your detriment. Take them to small claims court. Contact me directly.
