Sweepstakes
I want to set up a sweepstakes in which persons pay $200 for a chance to win a prize valued at $250K. What are the laws governing such an offering?

Only qualified charities (and state lotteries) can do this type of thing. You are looking at a TON of red tape and a big uphill battle.

Some states allow this and others don't.The federal law is complicated and in flux because the casino lobbies are so powerful. You can set this up outside the US, but you would still not be able to legally have customers from US states that consider it illegal.
