Getting Towed

I heard that there is a law in California that if your car is about to get towed and you show up when they have your car jacked up by the towing company, the towing company has to leave your car and can not charge you. A friend parked in a business's parking lot and the business was having her car towed, but she showed up before they were leaving with her car. They charged her $45 to ''drop'' her car and leave it there. Were they allowed to charge her?

Since the towing company was called for a legal tow, they are allowed to charge what they did.
