trash service billing

over 9 months ago, mine along with about 3,000 other households were left without any trash service for an entire month, due to a union strike held by the trash service employees. when the strike had ended, all were happy that the trash that had been collecting in the street finally was gone but overlooked the fact that we were still being charged for services that were never given. during the next billing period , seeing that there was no discount for non service, I prorated the bill and paid what was more than fair. since then the trash company has carried this portion of fees they have not earned with interest and late fees every quarter. as the total now is over $30, notonly are they trying to rip me off, but every household in the area. what can be done??

First of all, if you think you don't owe the money, don't pay it. However, you have to be afraid that they might decide to not pick up your trash anymore. Be proactive. You should just call them - and you might have to sit on the phone for a long time - but you should be able to get in touch with someone in management to explain why they think you're obligated to pay for the weeks when the trash was not collected. You might try calling the Public Utitilities Commission (though I'm not sure they deal with trash collection) or your city/county for insight/advice.

To play devil's advocate, no doubt your output of trash was unabated during the period of the strike. Once the strike ended, they collected all of the trash that accumulated during the duration of the strike. Don't you think it's worth the $30 to know that they didn't leave it on the streets and only collect a day's worth of garbage when they returned to work? Obviously, they had to put in a lot of extra effort to make up for lost time.
