Legal Question in Consumer Law in California

I took my truck to mechanic#1 for engine work.I was quoted $999. I agreed and asked to be notified if repairs would exceed $1200.My truck was delivered to me 2 weeks after promised date; incomplete.Mech #1 gave me a bill in excess of $3100 and told if i dont pay he will put a lein on my truck.I took my truck to another mechanic(#2) and was given an estimate of $2200 to make my truck right. So far i've paid mech#1 $500. Where do stand?
