Legal Question in Consumer Law in California

My water company failed to notify me when they noted very excessive water usage. I found out when a friend noticed water bubbling out of the ground and I immediately called the provider to shut off the water. It turned out they have no monitoring system in place. I found out later that a high reading was noted by their personnel 9 days before I became aware of the problem. Three days later they sent someone out to read the meter again due to the suspiciously high usage. Though this reading was alarming, nothing was done. One day after my call to shut off the water, the company generated a letter notifying me of high usage. It was sent to my PO box and I received it a week later! I soon received a bill for nearly $31,000. Their local Conservation Supervisor assured me an adjustment will be made, but I'm a widow on a fixed income and very concerned about how much they will say I owe. I believe they were negligent and wonder what my rights are in addressing this problem.

YOu will also have an obligation to monitor your usage, and cannot blame it all on the utility company.
