Legal Question in Credit and Debt Law in California

I have 20,000+ worth of medical debt for time I spent in the hospital for a heart infection in late 2002. I told the collections agency I couldn't afford the payments the last time they called, which was about 5 years ago. They have never tried to further pursue the issue with me and have never tried to get any money. I recently enlisted in the Army, and I was told by an investigator that the collections agency may garnish my paycheck. After all this time, can they do that? And how likely is it that they will?

Representatives of the medical facility would have had to have filed a lawsuit before late 2006 to be able to do anything. If there were no suit (and no judgment), the four-year statute of limitation on collections should have run. Tell the investigator (in a nice way) that he shouldn't be practicing law.
