17-year old Credit Card Debt

My sister has a debt that's over 17 years old with a credit card company. She has recently been contacted to pay such debt by a Collection Agency.They offered to give her another credit card if she repays the old debt. She lived overseas for 15 years and returned 2 years ago and is trying to re-establish credit. What is the statute of limitation on such debt?
