Legal Question in Credit and Debt Law in California

15 years ago some guy scammed my dad out of $7,000. my dad filed a claim in the superior court of california and won. My dad never placed a lien of him because the guy divorced his wife and put all his property on her name. Then he changed his name and moved out of his house to some unknown place. So I was wondering what I can do now to get the money back as a surprise to my dad.
