access to courts

State has statutes saying i can not access the court system

if not licensed contractor to enforce contract i have made

1. is access to court fundamental right

2.the ability to make contracts a right

3.from what i have read title 42 section 1981 gives persons the right to make contracts

Based on your argument, I would have the right to remove your appendix, and charge you for it, even though I am not a doctor. Someone could give legal advice, and charge for it, even though they are not licensed to practice law.

In other words, yes you are free to enter into a contract to do the work. Unless you are properly licensed, however, don't expect the courts to help you out.
