Legal Question in Credit and Debt Law in California

Allowable Inquiries of Credit Report

Does the attorney for a Homeowners Assocation have the right to pull a credit report on a homeowner who has fallen in arrears with their homeowners dues, yet is disputing the amount claimed as owed?

If so, would you be able to provide the code giving this permission? The CC&R's do not state anything.
