amount offered was refused by debt collection company

I offered to pay $10 a month to a collection agency that has called me at work and at home, they told me they could only except 30% of what I owed and if I sent them $10 they would send it back to me. Is this true? I thought they had to except any amount I could give them.

They don't have to acecpt it. But, they will accept something less than 30%. You just have to be nice and talk to them. If that doesn't work, you should talk to an attorney.
