Hi, I was arrested for domestic violence charges in California, got arrested, completed probation and left US and returned to my country, I also got an expungement for that case recently. Now I need to visit US again for some business trip. Can I apply for the US visa and answer NO to the question "Have you ever been arrested or convicted for any offense or crime" on the visa application? Please let me know, I am very worried.

No. You must answer every question on a U.S. visa application truthfully. As to questions regarding criminal convictions, you must disclose your conviction even if it was "expunged." They will find out anyway. Contact the U.S. Embassy or Consulate in your country, or a California immigration lawyer, for information regarding your future admissibility to the U.S.
