Legal Question in Credit and Debt Law in California

bad checks

I am a small business owner who has a number of checks that have been bounced to me by parties that have moved out of state. Is there anyway to collect the funds owed with the offending parties out of the state? Are there extradition laws that apply to bad checks? If so what are the high/low end limits? Thank you for your help.

you can sue them for the check value and penalties here in CA since that is where they wrote the checks.
