Bank's responsibility re: credit card fraud

Perpetrator of fraud wants me to wire money to a third party overseas. After reaching understanding with me, perp initiates phony transaction, transferring funds to my credit card, to induce me to send the funds to the third party. Bank reports to me: ''pay by phone payment'' received for the amount perp had promised. I then withdraw the amount from my credit card account, and wire it to the third party, as agreed. The next day, the bank reports that the perp's payment of funds was returned unpaid, and I am out the money. I cannot recover it either from the perp, or the third party.

My question: Given that the bank reported to me that the perp had paid the funds, does the bank bear any responsibility here? Or must I pay the debt to the bank, even though I was defrauded?

I wouldn't get involved with perpetrators of fraud or people who want you to wire money overseas. If you do, even after these scams have been reported on in the media to the point of saturation, you're a bloomin' idiot.
