Legal Question in Credit and Debt Law in California

Not My Bill !!

When trying to pay off a past due phone bill in collections, I was just made aware that there was another one there in my name, but at the time it says the other was made I was no more then 16-17 yrs old and living with parents, so when I sent my payment for the bill that I knew of and called the credit collections office back so they would credit to the proper bill, the represantive told she couldn't/wouldn't do that it was all going to be added in one bill. Can they do that, considering they just made me aware of the old bill today ??
