Legal Question in Credit and Debt Law in California

I bought a jet ski and when I went to DMV to register it, I was told that the sellers name and the registered owner name doesn't match. So I called the cops and they went to this guys house and arrested this dude. now they are telling me the only way I can get my money is by taking this guy to small claims court. Is there another way for me to get my money back, I don't even know this guys real name. Can you please help.

I would start with the cops. Won't they tell you his real name? Contact the DA and see if you can get a victim restitution order.
