Breach of Contract

We contracted with an individual for home improvements.We later learned the the person who represented himself as a contractor had had his license suspended.We gave the individual an initial down payment of $9000 to start the work and buy the supplies for the job.The Demolition phase of the work in August but did not September.He completed the demolition but never show up to complete the work.Total contract was for $33,000.I estimate that the cost for the demolition would have been approximately $800.

In addition to the home improvements,we were going to install an air conditioning system to be installed by an associate of the unlicensed contractor.We never met the air conditioning installer but spoke to him over the phone.This person required a $3000 deposit and asked that we make the payment to the unlicensed contractor.So in September we gave the unlicensed contractor an additional $3000.We never saw or heard from anyone after that.I filed a complaint with the Contractor's License Board and Consumer Affairs. They bothe investigated. The CLB imposed a fine for $1500 on the individual and could do no more.The individual in question returned inquiries from Consumer Protection un opened. What can I do?
