A business associate owes me money from business transactions 6 years ago. Can I collect this debt?

It depends? Did the business partner sign anything in writing? Has he ever made any payments?. Generally the statute of limitation for breach of contract in California is 2 years for oral contracts and 4 years for written contracts. The statute begins to run from the time the plaintiff (you) either knew or should have known of the breach.
