Legal Question in Credit and Debt Law in California

need the California Law and Statute number

This has to do with medical bill collector harassment. I am writing them a letter and I need the Calif law and statute number to place in the following sentence example. ( Accordingly, under 15 U.S.C. 1692c and Louisiana Revised Statute 9:3562, this is my formal notice to you to cease all further communication with me except for the reasons sepcifically set forth in the law.)I hope you understand what I mean as I am going to write these people who are harassing me about a medical bill that I cannot pay. Thanks for your help in this matter.
