Legal Question in Credit and Debt Law in California

California passed a law which stated that if the postmark on the envelope is before the due date, the company has to honor the date the payment was mailed; even if it was received after the due date. Is this true?

No. A bill is considered paid on the date payment is received. However, for legal documents, depositing them in the mail with postage is considered service on the date mailed.
